Consultative Meeting with Member Banks of the Deposit Insurance Scheme

On 22 May 2026, the Deposit Insurance Agency (DIA), in cooperation with the Albanian Association of Banks (AAB), organized a consultative meeting with representatives of the banks participating in the deposit insurance scheme. The meeting aimed to provide an overview of the key provisions of the draft law “On Deposit Insurance” and to present the proposed risk-based premium calculation methodology.

Discussions focused on several important elements of the draft legislation, including the proposed increase in the coverage limit, the protection of deposits with temporary high balances, improvements to the depositor reimbursement process, and amendments related to the management of the Deposit Insurance Fund within the banking sector.

One of the most significant innovations introduced by the draft law is the proposed transition to a risk-based premium system, under which each bank’s contribution to the deposit insurance scheme would be determined according to its individual risk profile. To support this initiative, the Agency presented the draft methodology developed for calculating insurance premiums, outlining its objectives, key principles and its anticipated impact on the banking sector.

At the conclusion of the meeting, it was agreed that the Agency would continue its close cooperation with member banks to ensure that their comments and recommendations are appropriately considered during the finalization of the draft law. In addition, the Agency will conduct individual meetings with each bank to discuss in greater detail the institution-specific effects of the proposed risk-based premium methodology.
