The Deposit Insurance Agency Participates in the EFDI Annual Meeting and the International Conference of Deposit Insurers

From June 4–6, 2025, a delegation from the Albanian Deposit Insurance Agency (ADIA), headed by the Director General Mr. Genci Mamani, participated in the Annual General Meeting and International Conference of the European Forum of Deposit Insurers (EFDI), held in Madrid, Spain.

The main theme of this year’s conference was: “Strengthening Financial Resilience through Cooperation and the Development of Modern Deposit Insurance Systems.” The event was attended by representatives of deposit insurance institutions from EU member states and other countries, as well as officials from the European Commission, the European Central Bank, the European Banking Authority, and leaders of international organizations such as the International Association of Deposit Insurers (IADI), among others.

During the conference proceedings, one of the central topics of discussion was the proposal to reform the EU Directive on Deposit Guarantee Schemes (DGSD), as part of the European Commission’s legislative package on Crisis Management and Deposit Insurance (CMDI). The discussions focused on the potential impacts of the proposed changes on the roles, responsibilities, and financial tools of deposit insurance institutions, as well as on enhancing the effectiveness of interventions in cases of bank failures.

As part of the bilateral meetings held during this visit, particular emphasis was placed on the meeting between the ADIA delegation and Mr. Ahmet Ismaili, Governor of the Central Bank of the Republic of Kosovo and also Chair of the Managing Board of the Deposit Insurance Fund of Kosovo (DIFK).

The meeting focused on strengthening the excellent cooperation between the two counterpart institutions in Kosovo and Albania, which has been built over the years on the foundation of mutual trust and ongoing technical and institutional exchange. The mutual contribution to the development of institutional capacities and the exchange of best practices in the field of deposit insurance was highly appreciated.

Both parties emphasized the importance of coordination in achieving strategic objectives for alignment with the EU Directive on Deposit Guarantee Schemes, as part of national commitments toward European Union integration. In this context, common challenges were discussed regarding the adaptation of legislation and supervisory practices to European standards and international developments.

ADIA’s participation in this important international forum is a clear testament to its commitment to enhancing cooperation with European and international partners and advancing efforts toward alignment with the EU acquis in the field of deposit insurance.
